fix: pin auto-assign action to v4.0.1 to fix PR assignment

The PR assignment workflow was failing on every PR because the floating
`pozil/auto-assign-issue@v1` tag resolved to a stale issue-only build
that throws "Couldn't find issue info in current context" on
pull_request_target events and rejects the numOfAssignee input.

Pin both auto-assign workflows to v4.0.1 by commit SHA (handles PRs,
runs on node24, keeps numOfAssignee) and add least-privilege
permissions blocks.
