ci: expose prod build workflows on the Actions UI (#1048)

GitHub only renders the "Run workflow" button when a workflow file on
the default branch has a workflow_dispatch trigger. The actual build
logic for the soft and hard production artifacts lives on `release`, so
this commit only registers the triggers and their input schema on main.
