ci: Add `--format-markdown --reference-links` to `comfort` CI checks (#787)

The `fmt-comments-ci` and `fmt-markdown-ci` recipes now pass
`--format-markdown --reference-links` to `comfort`, enabling trailing
whitespace removal on blank lines within blockquotes and list
continuations in both Rust doc-comments and standalone Markdown files.

This commit also applies the resulting formatting fixes across all
affected RFDs, draft RFDs, the features doc, and one doc-comment in
`jp_attachment_file_content` — all of which had trailing spaces on
otherwise blank lines that the stricter check now rejects.
