feat: Allow multiple jobs per job launcher (#1328)

* Require submission_id for starting jobs: it is necessary for a client to allow idempotent requests on failure
* Return session-type and submission_id in session list
* Remove default listing of interactive sessions when no filter is applied
* Use non-interactive as api value consistently
* Add job_command to build-from-code api

The job command is stored in the environment as command+args

* Allow to override job command and arguments when submitting a job
* Return command and args with session details

* Return completed job date using idleSince

Amalthea sets it whenever the job goes to Failed or Succeeded
