ci(retag/mirror): fix GHCR token scope and allow manual version dispatch (#3634)

The mirror_image job failed pushing to ghcr.io/supabase/logflare with
"installation not allowed to Write organization package": the app token
was scoped only to supabase/cli. Add supabase/logflare to the token's
repositories and pin least-privilege permissions (packages:write,
contents:read).

Also make the workflow manually runnable for an explicit version via a
workflow_dispatch `version` input, falling back to the VERSION file when
omitted.
