chore(quality): packaging/types/test/CI fixes from multi-lens review (#64)

Final quality pass. Six persona-lens review agents (hooks correctness,
tests/QA, packaging/DX, code quality, CI/security, performance) ran in
parallel; every finding was independently verified. Only verified-safe,
behavior-preserving changes are included — hook source is untouched.

Packaging / types (verified with @arethetypeswrong/cli + publint):
- Add typesVersions for the subpath exports so node10 type resolution
  works; attw is now all-green (node10/node16/bundler) for every
  entrypoint, publint clean. Emitted .d.ts/.d.cts are byte-identical.
- Add keywords / homepage / bugs metadata (matches sibling standard).

tsconfig modernization (safe — noEmit, tsdown owns real output; verified
emitted types byte-identical + tsc clean):
- target es5 -> es2020, moduleResolution node -> bundler, collapse lib to
  [es2020, dom], drop the now-unneeded ignoreDeprecations "6.0" and the
  redundant noImplicitReturns:false.

Tests (additive only — assert existing behavior; branch coverage 90.9% ->
100%): isImmediate publish, debounceMs-as-string, empty-message skip,
isUnsubscribe round-trip, token-change resubscription, resubscribe-while-
subscribed, debounce early-reschedule + flush-with-no-timeout branches.

CI / supply-chain:
- Remove dead overrides (root brace-expansion@1/@2 + minimatch@3/@9,
  example yaml) — tree moved past those majors; audit stays clean on both.
- Add --frozen-lockfile to ci/e2e/pages installs (matches release.yml).
- e2e-test.yml: least-privilege `permissions: contents: read`, drop the
  unneeded fetch-depth: 0.

Docs: fix README master->main links, the unquoted JSX strings in the
usePublish example, and the example path (App.js -> App.tsx).

All green: build, 27 tests, 100% branch coverage, lint, e2e, audit (root +
example), frozen installs. Deferred (maintainer judgment / semver-major)
findings reported separately.
