build: migrate optional dependencies to PEP 735 dependency groups (#14)

Move the dev-only dependency sets (docs, tests, tools, dev) from
[project.optional-dependencies] to a top-level [dependency-groups]
table so they are no longer published in the package metadata.

- pyproject.toml: replace extras with dependency groups; dev now uses
  include-group; bump tox>=3.4 -> tox>=4.22
- tox: use `dependency_groups` instead of `extras`
- .readthedocs.yml: install the docs group via a build.jobs.install
  override (RTD lacks native dependency-group support)
- README: `pip install -e . --group dev` (requires pip >= 25.1)
