Extract mention date/range check into a TypeIs predicate (#313)

Replaces the inline isinstance branch in Mention.__init__ with a
_is_date_or_range TypeIs predicate. This names the intent and narrows
the else branch to the wrapper target types, making the
target.obj_ref access self-documenting. No runtime change.

Fixes #307
