* Remove LinuxPlatform from gateway verifier integration

Define sonde-owned verifier map parsing and descriptor handling for SondePlatform and DecoderPlatform, and update the gateway verifier specs and tests to match.

Add debug info to the BPF test-program clang flags so libbpf-style .maps declarations carry BTF metadata and map-backed programs like veml7700_sensor.o ingest successfully.

* Handle missing inner-map references safely

Normalize ordinary legacy .maps entries to a no-inner-map sentinel in the sonde-owned verifier map parser, keep map-of-maps indices resolvable, and add regression coverage.
