ci: fix stuck releases (cross-build macOS x86_64 on arm64) + refresh actions

The Release (PyPI) workflow stalled on every tag since v0.20.0: 4/5 wheel legs
finished in ~2 min but 'wheels (macos-13 x86_64)' never got a runner (GitHub is
retiring the macos-13 Intel runners), so publish (needs all wheels) never ran and
nothing reached PyPI. Build both macOS arches on the Apple-Silicon runner instead —
the x86_64 wheel cross-compiles via maturin-action's x86_64-apple-darwin target.

Also bumps the GH actions off the deprecated Node-20 runtime (checkout v5, setup-go
/setup-python v6, upload-/download-artifact v5) and the pyproject maturin floor
1.5 -> 1.7 (documents the real minimum; the build already resolves to latest 1.14).
