* Flag API-created formulas as unfilterable in bootstrap and docs (#297)

Notion rejects query filters on formula properties created via the public
API ("Unable to filter based on a formula of unknown type"), across all API
versions and both query endpoints, so test_query_formula cannot record until
the Formula DB's formula columns are recreated in the Notion UI.

Make the bootstrap script probe formula filterability after seeding and report
"OK" / "manual setup required", and document the manual UI step in
TEST_WORKSPACE.md (new section 4) and CONTRIBUTING.md.

The 3.13-generated lock drops exceptiongroup, tomli and overrides, conditional
dependencies still required on the Python 3.10-3.12 CI matrix. Restore the
committed (3.10-generated) lock.

This reverts commit 5362bfe2.
