Pause default queue in batch tests to avoid dispatcher races.

Child jobs inserted by Batch.start can be claimed by the running
dispatcher before tests call Storage.claim_job/2, causing intermittent
{:error, :not_claimable} failures on CI (Elixir 1.19/1.20).
