Update config and dependencies (#635)

* Update dependabot config and dependencies

Rework dependabot.yml with PR limits, cooldowns and grouped updates
(eth, dependencies, github-actions), based on the transaction/queue
service configs. Bump ruff pre-commit, add mypy hook and refresh deps.

* Drop Python 3.10, add Python 3.14 to CI

Bump the minimum supported Python to 3.11 (typer 0.26 breaks on 3.10
with the list[str] callback annotation) and add 3.14 to the test matrix.
