Handle weird whitespace unstructured from Crossref (#1407)

A citation made only of non-breaking spaces (U+00A0) previously produced an
HTTP 500 (NPE) from processCitationList. UnicodeUtil.normaliseText() collapses
such input to blank, so the parser yields empty content and the REST layer
returns 204 No Content.
