fix(tests): skip server-dependent tests when nanopub server is unreachable

The skip_if_nanopub_server_unavailable marker probed the nanopub query
server at conftest import time without a timeout or error handling. When
the server was unreachable, the ConnectTimeout propagated out of conftest
collection and aborted the entire test suite. Add a timeout and treat any
RequestException as the server being unavailable so the dependent tests
skip instead of crashing collection.
