fix(cli): fall back to podman for local typegen (#5658)

## Summary

`gen types --local` now retries container CLI operations with `podman`
when spawning `docker` fails. This covers Podman-only environments where
the local Supabase stack is available but no Docker executable exists.

Docker remains the primary runtime, and existing inspect/run error
behavior is preserved when Docker starts successfully but reports
container or daemon errors.

Fixes #5650
