feat: --ignore flag and .amlint.yml project config

- Add `--ignore CODE,CODE` to `check` and `diff` subcommands
- Add `.amlint.yml` / `.amlint.yaml` project config with `ignore:` list
  and `strict:` boolean — loaded from cwd automatically
- CLI --ignore and config file ignore merge (union)
- lint() accepts ignore= param; filtering applied before output
- 6 new tests covering all code paths (38 total)
