refactor: single net.health builder for REST/SSE/source, fix 4-vs-8 field drift (B1-352) (#535)

- add bb_net_health_emit(obj, snap, full) pure builder — portable, host-testable
- full=false: 4 compact fields (rssi, state, early_warning, throttled) for SSE
- full=true: compact + mqtt_connected, mqtt_reconnect_count, last_disconnect_reason, disc_age_s
- extend bb_net_health_status_t with 2 missing fields: mqtt_connected, disc_age_s
- refactor publish_snapshot to use emit(full=false) — wire format unchanged
- refactor net_section_get to use emit(full=true) — REST now uses single builder
- refactor net_health_pub_sample to use emit(full=true) — upgrades from 6 to 8 fields
- bb_net_health_get_status now copies mqtt_connected and disc_age_s from cache
- add bb_json to bb_net_health depends in native_scaffold.py
- add 5 emit tests: compact/full field counts, bool branches, superset parity
