feat(go): RRHC hotcache boot-bundle builder, byte-for-byte with Rust (task 047)

go/hotcache.go ports write_hotcache: the cross-format boot accelerator that inlines
small member boot regions (≤ threshold) and references large ones by (off,len), with
the 32-B header, 40-B manifest entries, name blob, and inlined-boot blob. MemberTag
matches the Rust tag values. Shared golden (rrhc) asserted by both go/hotcache_test.go
and Rust build_tests::rrhc_golden_matches (feature hotcache).
