* Avoid exp underflow stalls in directional PCA

Short-circuit Gaussian density contributions that are below the f64 underflow threshold so density-valley binning avoids the CRT slow path during indexing. Add focused tests covering far-tail density evaluation and wide-spread valley assignment.

* Refine directional PCA underflow cutoff

Use the f64 exp-to-zero threshold based on the minimum subnormal exponent, and tighten the regression test so it exercises a finite underflowing exponent rather than a -inf shortcut.
