chore(ci): pin all GitHub Actions to immutable SHA digests (#3631)

Replaces every mutable version tag (e.g. @v6) with its corresponding
commit SHA1SUM, retaining the tag as a comment for readability.
Pinning prevents supply-chain attacks where a tag is silently moved to
malicious code after review.

Dependabot will keep the pins and the comments for them updates as
upstream actions release new versions.
