* Implement kiosk live telemetry reads

Add application-authenticated Azure Table reads for kiosk dashboard refreshes, including actualstate node resolution, sensordata queries, and focused telemetry helper tests.

Allow kiosk telemetry refresh to use partial Azure Table results like the SPA, reject duplicate telemetry sources in the backend request normalizer, and stop requiring unused function app metadata in kiosk environment imports.
