Skip the Coveralls upload when no token is available (#641)

Dependabot and fork PRs do not receive repository secrets, so since the
token moved to a secret the `coveralls:report` goal failed those builds with
"Either repository token or service with job id must be defined" (e.g. #637,
#638), even though tests passed.

Pass `-Dcoveralls.skip=${{ secrets.COVERALLS_REPO_TOKEN == '' }}` so the
upload is skipped when the token is absent, keeping coverage best-effort and
the build green for token-less runs. Runs that have the token still upload,
including Dependabot once the token is also added as a Dependabot secret.
