Fix for QPY backwards compatibility numpy 2.0 clash (#16455)

* Empty commit to trigger failure

* use different constraints file with updated numpy for 2.5 qiskit

* typo fix

* update scipy constraints and make sure rc versions still use the updated constraints

* Add the constraint fix to the rest of the "process_X" files

* A python-free method to check the version

* The other files use `version`, not `qiskit_version`

* Empty commit to trigger CI tools

* Remove irrelevant test and fix error messages in QPY PPR function

* handle the qpy_version is None case
