style: full-color entry-level dropdown chevron at rest

The per-entry actions chevron (result tables, inline lists, paragraph
headers) rested at 40% alpha (rgba(11,115,218,0.4)), rendering lighter
than the menu text and the standard dropdown button. Use the solid
#0B73DA so it matches; the hover border outline is unchanged.
