Fix VEML7700 node state handling and regression coverage (#1157)

* Fix VEML7700 sensor state and tests

Replace the VEML7700 program's failing writable global state with an explicit array map, remove the undocumented ID probe, and add real compiled-program node regressions that validate the documented I2C flow and low-light hysteresis behavior on Windows.
