docs(plan): add Phase 6 non-CSP (merkle/weighted/dynamic) election support

The saas-backend is CSP-only today; the vocdoni.app UI still creates
non-CSP (weighted/zkweighted) elections by talking to the Vochain via
@vocdoni/sdk directly, bypassing the backend. Document Phase 6 so the
backend can create these elections too, letting the UI use only the
backend.

- BACKEND_PLAN.md: add Phase 6 (6 changes), state it is pure wiring over
  the already-wrapped dvote apiclient (no new crypto, nothing to vendor);
  generalize the Phase 2 census-origin step; add route constants and
  db.CensusType weighted/zkweighted.
- NEW_API.md: census-type -> CensusOrigin table; new endpoints
  GET .../census/proof and PUT .../census; generalize the vote relay to
  CSP- or proof-authorized; non-CSP voter flow.
- SUMMARY.md: generalize the vote-relay line, add non-CSP mention to the
  API-surface table and the phase list (now 7 phases).
- APP_SDK_PLAN.md: vote() must support the merkle path (fetch proof via
  the new GET, embed ProofArbo, relay) alongside CSP, keeping blockchain
  concepts hidden from the consumer.
