refactor(registry/crd): build REST config from shared client package (#6514)

The CRD registry imported the source package only to reach
SingletonClientGenerator.RESTConfig(), which made registry depend on
source. These are siblings in the intended dependency flow (controller
to registry and controller to source, both to provider), so neither
should import the other.

Call kubeclient.InstrumentedRESTConfig directly instead. RESTConfig()
already delegated to it, so behavior is unchanged, and the source import
is dropped.
