fix: re-check heap immediately before OTA TLS handshake (B1-314) (#522)

Extract the pre-flight heap check into a shared ota_heap_guard(stage) helper and
call it twice: pre-flight at entry and pre-handshake with the PM lock held, right
before esp_https_ota_begin. Concurrent httpd/SSE/wifi can fragment internal heap
between the first sample and the handshake; the second sample narrows that window.
