* Wire kiosk telemetry refresh flow

Add the kiosk telemetry refresh seam and frontend refresh loop, including pull-to-refresh gesture handling, shared in-memory telemetry reuse across dashboards, and focused tests for the new refresh path.

Avoid injecting telemetry status text through innerHTML, preserve muted info styling, use structured telemetry source deduplication keys, and document that persistent cross-restart cache support is a later tranche.
