Add in custom runner support (#1866)

* Add in custom runner support

Only an llvm engine feature for now as ptrace might get confused by the
first process not being the test process and following execs adds extra
faff. This'll get the runner from the cargo config file or env var. It
will then add it into the launch command for the process.

For a test I've added a dummy runner that writes a sentinel file and the
test verifies said file exists.

* test runner is populated correctly

* Detect host target

Now uses runners for the host system without manually specifying the target
