Remove unused MeetingTalk model and table

MeetingTalk was introduced in Dec 2013 alongside meetings, but the
has_many :meeting_talks association was removed from the Meeting model
in Feb 2016 (commit 2b773701). Since then the model has been entirely
disconnected from the application — no controller actions, views,
routes, rake tasks, or any code references it.

The model file, its migration, and its spec are removed, and a new
migration drops the meeting_talks table.
