feat: wire bb_net_health link-health (/api/health net + net.health SSE) and enable adaptive backoff (#552)

- main.c: register /api/health "net" section + attach retained net.health
  SSE topic (no webui changes; UI surfacing deferred)
- enable CONFIG_BB_PUB_ADAPTIVE_BACKOFF fleet-wide (RSSI thresh -75, slow
  30s, 3 samples) so weak-signal boards throttle telemetry instead of churning
- bump bb pin v0.66.0 -> v0.66.1 (net.health SSE payload trim so the SSE
  topic fits the 128-byte event-ring slot)
