* chore: purge stale did:mdip and KeychainMDIP references

The DID method is did:cid; a few did:mdip remnants survived the rename:

- KeymasterUI placeholders (gatekeeper-client, keymaster-client) showed
  "did:mdip:..." in the Schema Pack DID field
- zcash-wallet test used a did:mdip: fixture
- pinning mediator test's op() helper carried a stale `mdip` block that
  duplicated `registration` (the field the code actually reads); the
  `as unknown as Operation` cast had been masking the type mismatch
- browser-hdkey package.json bugs/homepage still pointed at the upstream
  KeychainMDIP repo while `repository` already points at archetech/archon

* ci: skip lockfile-consistency for metadata-only manifest changes

The lockfile-consistency check required every changed package.json to be
paired with a package-lock.json change. But the lockfile only records
resolution fields (name, version, dependency maps, engines, bin, os, cpu,
workspaces, overrides) — not metadata like bugs/homepage/description/
keywords/scripts. Editing only those fields produces no possible lockfile
diff, so the gate was a false positive that blocked metadata-only edits.

Now the check compares the dependency-relevant subset of each manifest
between base and head (via jq) and only requires a lockfile update when
that subset actually changed. Added/removed manifests and parse failures
still fall through to the lockfile requirement, so genuine dependency
changes remain gated.
