ci: publish to PyPI on tagged releases

Add a pypi-publish job that builds the sdist/wheel, runs twine check, and
uploads to PyPI on tag pushes (gated on the test job). Uses the
PYPI_API_TOKEN secret via twine's __token__ username, so tagging a
release now publishes to PyPI automatically instead of requiring a manual
scripts/deploy.py run.
