* feat(tests): add tests for handling date headings in changelog extraction

* fix(changelog): ignore date-only headings when extracting versions

Date-only changelog headings such as `## 2024-01-31` were sanitized to a
version (`2024.1.31`) and could win over a genuine release like `1.2.3` on
normal semantic-versioning packages. Skip headings that are bare ISO dates
during extraction. Guarded by the tests added in the previous commit.
