Fix create mode CRUD (missing ssgOptions)

CMS state did not have the ssgOptions freshly determined by the
frontend. Now once frontend picks the mostRecentProject or starts from
scratch, it lets server know about project path and run mode, so things
in content panel can be done

- Implement updating cms state's ssgOptions for the create mode
- Remove unnecessary ssgOptions from api models
