docs: expand Copilot instructions with project guidance

Add a "Project docs and guidance" section pointing to the
docs/methodology write-ups, the CHANGELOG convention, the full
.claude/rules set, and the specialist agents under .claude/agents.
Previously only code-style and unit-test-style rules were referenced,
leaving dal-web-design and git-commit-pr undiscoverable from the
Copilot instructions.
