* Modernize codebase for Go 1.22 and update infrastructure.

- Update Go version from 1.12 to 1.22
- Migrate CI from Travis to GitHub Actions with version matrix (1.22-1.26)
- Update dependencies to modern versions (testify, zap, tally, golang.org/x/text)
- Add golangci-lint configuration with strict rules
- Add Dependabot for automated dependency updates
- Add SECURITY.md policy
- Remove deprecated io/ioutil usage
- Fix bug in smallestContentLength filter (inverted error check and sort order)
- Replace strings.ToLower comparisons with strings.EqualFold
- Remove unused variables and constants
- Fix variable naming conflicts with predeclared identifiers
- Update README badges and documentation links

* fix: specify coverage.out file and golang format for coveralls action
