* Chore: [#228] Consolidate specs and add edge case tests

- Merge specs/index.spec.js and specs/utils/parse-query.spec.js into a single suite
- Remove specs/utils/parse-query.spec.js and the utils subdirectory
- Add parseQuery edge cases from issue #228 (empty keys, leading/trailing &, duplicate empties)
- Add format script and wire prettier into lint-staged pre-commit hook
