[WDL 1.2] tighten FileCoercion lint criteria (#887)

The WDL 1.2 source-relative input paths feature "blesses" many cases that triggered the FileCoercion lint warning (initializing a File/Directory declaration to a String expression). This tightens the FileCoercion criteria for WDL 1.2+, heuristically since static analysis can't exactly distinguish which String expressions may be source-relative paths.
