Rename package to QiskitIBMRuntime.jl (#26)

* Rename package to QiskitIBMRuntime.jl

The renames the package, dropping the C off the original name of
QiskitIBMRuntimeC.jl.  Closes #18.

* Fix url: garrison -> Qiskit

* Change package uuid

The instructions at the following url say that this is a necessary step.
