build(deps): bump azclient to v0.20.9 for ServiceGateway client (#10543)

Rolls the ServiceGateway client (added to the pkg/azclient submodule in #10066)
into the root module's vendored dependency so provider code can call
ClientFactory.GetServiceGatewayClient(). First azclient release containing the
client is v0.20.8.
