chore: auto-tag public packages in publish:release, drop pub.dev tag-publish

publish:release now publishes to pub.dev then tags each public package at its
current version (<pkg>-<version>, idempotent — existing tags skipped) and pushes
commits + tags, all after a successful publish (set -e). The public package list
is derived from `melos list --no-private` (no hardcoding). publish:dry previews
both the publish validation and the tags that would be created (read-only).
Tagging is no longer a manual step nor tied to melos version; pub.dev
tag-triggered automated-publishing is not used. Updated CLAUDE.md release flow.
