feat: retry transient failures on the bans and social-service lookups

undici reuses keep-alive connections (node-fetch did not), so a socket the
upstream silently dropped can surface as a transient reset on the next request.
Wrap the comms-gatekeeper ban checks and the social-service community lookup in
withRetry (3 attempts, exponential backoff) so 5xx responses and reset/closed
connections are retried before failing open. Both remain fail-safe on exhaustion.
