Re-enable pydocstyle and reno lint (#87)

* Re-enable pydocstyle and reno lint (#5)

Fix docstrings to satisfy pydocstyle (missing period, non-imperative
mood, missing module docstring) and initialize releasenotes/ directory
with a minimal reno config so reno lint can run.

* Fetch full git history for reno lint in CI

reno lint walks the entire git history to find version tags; a shallow
clone causes it to crash with a KeyError when it runs off the end.
