fix: copy runtime files to dist and inline existdb predeclared namespaces

tsc only emits .js files, so the .xq runtime modules and the predeclared-namespaces.json
were absent from dist/, causing a crash on the JSON read and silent missing completions
for all existdb modules. Copy src/runtimes to dist/runtimes as a postbuild step, and
inline the predeclared namespaces as a TS constant to remove the JSON file entirely.
