* Coalesce in-flight web UI telemetry reads

Extend the web UI session telemetry cache so identical concurrent actualstate and sensordata reads share one in-flight Azure Table request. Update the web UI requirements, design, and validation specs for in-flight request coalescing, and add regressions for cold-session actualstate, delta-refresh actualstate, sensordata, and dashboard metric consumers.
