Add JSONL support to directory export|import|backup|restore (#728)

* rewire existing ds [export|import|backup|restore] commands to ds data [export|import|backup|restore]

* impl JSONL exporter

* rename data/importer|exporter->data/import|export

* update exporter to use protojson

* impl import from file

* restore scaffolding

* explicitly define EmitDefaultValues & RecursionLimit

* upd import aliases, rm version digit

* upd arg help text

* switch back/restore to arg for backup file

* use const defBackupFileName

* wire Backup|Restore cmd to client

* add assets  jsonl files

* script to converts json => jsonl

* fix naming inconsistency and add jsonl versions

* path.Join ->filepath.Join to ensure OS specific separator usage

* use filepath.Dir to extract directory name instead of Split
