feat(bootstrap): grant project-create to org member role

Add app_organization_projectcreate to the predefined organization viewer
("Member") role so org members can create projects, not just read the org.

PredefinedRoles defines RoleOrganizationViewer twice (titled "Member" and
"Group Viewer"); MigrateRoles reconciles them in order and the later entry
wins, so the permission is added to both to keep the role consistent. The
duplicate entry is pre-existing and can be deduped separately.
